As a result of the 2010 Census, the San Marcos Urbanized Area (UZA) was defined. It includes parts of three counties (Hays, Caldwell, and Guadalupe) and two cities (San Marcos and Martindale) in Texas, with the City of San Marcos (City) as the dominant demographic.

The City of San Marcos serves as an urban transit district (UTD) for the San Marcos UZA under Texas Transportation Code Chapter 458 and, therefore, receives state funding. The City contracts public transit service and maintenance with the Capital Area Rural Transportation System (CARTS) through an interlocal agreement. The City provides fixed-route bus service, ADA paratransit service within its service area, and commuter service from San Marcos to Austin. The San Marcos UTD is governed by the City Council of San Marcos.
